Despite extensive research on the related yet distinct fields of “tourism governance” and “tourism policy implementation,” the existing literature continues to exhibit three major limitations: the absence of systematic analysis of the dynamic interaction of these two areas, insufficient attention to the role of discourse in shaping implementation processes, and the lack of an integrated framework for explaining institutional and discursive dimensions. in response to these gaps, this study proposes the combined research domain of ​“governance for tourism policy implementation through a discursive institutional approach”. The study examines this domain through a systematic literature review and the analysis of 22 selected studies published between 2015-2024. The research findings mainly identify four main dimensions: 1) Who dimension: government and private actors play a central role and public, NGO, and professional actors play a complementary role; 2) Why dimension, which indicates a transition from purely economic approaches to interactive paradigms and sustainable development; 3) What dimension, which emphasizes the need for a balance between economic, social, and cultural goals; and 4) How dimension, in which participatory, economic, and structural tools act as the main drivers and cultural and legal tools as reinforcers; also, the participatory approach as the dominant governance model for tourism policy implementation, when combined with integrated management mechanisms and appropriate legal frameworks, can lead to increased sustainability and coherence of policies. By combining the four-dimensional knowledge model and the discursive institutional approach, the research’s conceptual framework not only fills gaps in the research literature but also provides an analytical tool for evaluating and improving governance systems for tourism policy implementation at different levels.
